Course Description
This course
provides a practical examination of acquiring and assessing new medical
technology. Students examine this process from the perspective of both a
vendor, who needs to know how to meet the expectations of customers and their
acquisition requirements, and a customer/practitioner, who must know how to
validate technology
selections and implementations. Topics include cost analysis and justification,
economic models, capital purchase, leasing strategies, the application service
provider or risk-sharing model, purchase agreements and contracts, writing an
RFP, analyzing an RFP response, and the industry business trends.*

Reflections:
The project my group chose was to develop a Health Information Exchange (HIE) for the state of Maine. If you would have shown me the completed project six months ago I would have said there was no way I have the knowledge base or background to develop an HIE. I am not even sure at this point in the program I knew what an HIE was. This validates how much I learned in the process of preparing this project. The format of the project was completely new to me although I had some experience writing a SOW for another course, however, that did not go over well. I was discouraged and hesitant to prepare the document since my previous attempt had been such a disaster. Learning from my initial sub-standard performance (that is my evaluation), I was able to craft a strong, and concise SOW for this course.
There was so much terminology I was unfamiliar with such as RFP, source codes, and acceptance testing but now are a routine part of my vocabulary. The project provided a roadmap not only to learn what the deliverables were, but how to develop, analyze, implement, and evaluate a project of this magnitude. The contract negotiation and evaluation was a tremendous learning experience I can use in my own practice and personal life when needed. I was able to critically evaluate the contract, and not only identify areas that were unacceptable, but modify the contract to meet the needs of the organization.
Overall this course was excellent. One of the final discussion board questions asked if we felt like we could lead an acquisition team after taking the course. My response was I don’t feel confident leading a team at this point but, I am certainly confident being a team member , and feel with a little experience I would be able to lead a team effectively .
